In the framework of the Greek Presidency of the Council of the European Union, the National Coordination Authority for the NSRF and in particular the Planning and Evaluation Unit of the Special Service for Strategy, Planning & Evaluation of Development Programmes of the Hellenic Ministry for Development and Competitiveness, in cooperation with the evaluation units of the Hellenic Ministry of Labour, Social Security and Welfare and the Hellenic Ministry of Rural Development and Food, organises the Evaluation Conference “Focus on Results: European experience and prospects for Greece”.
The Evaluation Conference will take place at a time when the Member-States will be finalizing (or negotiating) their new OPs and aim for sound result oriented approaches in them. With this new challenge at hand, there's a huge potential in learning through joint efforts and exchange of ideas in several themes that are common to all ESI Funds.
In the new programming period the notion of “result-based policy” is brought into the political mainstream. It is now envisaged that moving the focus away from the absorption of funding, requires a clearer articulation of policy objectives through a result oriented intervention logic in programmes’ implementation and evaluation.
Although the impacts of the programmes shall be evaluated in the light of the mission of each ESI Fund, several cross-cutting themes emerge that are common to all ESI Funds. In order to improve coordination in this respect, the conference aims to facilitate the exchange of ideas in topics of mutual interest in the field of evaluation, so that all stakeholders can respond effectively to the requirements of the new Regulations.
