Τhe Council of the European Union has pointed out that quality apprenticeship systems can significantly contribute to combating youth unemployment, since it has been widely established that Apprenticeship constitutes a very effective tool for a smooth transition from education to the labor market. More specifically, the Council’s Recommendation issued on 22 April 2013 concerning the establishment of Youth Guarantee schemes clearly highlights the decisive contribution of Apprenticeship schemes to the enhancement of youth employability.
Within its sphere of competence, the Greek PES (Manpower Employment Organization/OAED) develops and implements various Active Labor Market Policies. Specifically in the field of Vocational Education and Training, OAED implements programs approved by the Ministry of Education at its Apprenticeship – Vocational Education Schools.
The Greek Apprenticeship system aims to help apprentices obtain both specialized knowledge and work experience, in order to facilitate their transition to the labor market.
For this reason, OAED attaches great importance to the role of social partners and all the other Apprenticeship stakeholders in designing and implementing Apprenticeship in Greece. Our general stance has recently been enhanced by a new Law on Secondary Education (Law no. 4186/2013), which provides for extending the institution of Apprenticeship to the entire range of VET.
Having determined Youth Employment as one of our principal priorities, we propose to use the aforementioned one-day event on Apprenticeship as a platform intended to explore new ways of wider and more direct involvement for Apprenticeship stakeholders, especially within the context of achieving the EU Youth Guarantee aim.
